November 16, 2017 – Three (3) shooting incidents that occurred between 4 a.m. and 1p.m. today are now the subjects of investigations by the Independent Commission of Investigation (INDECOM). The incidents ended in the death of two men and the injury of another.
Shooting Injury – Manor Park
In the first incident, a motor cyclist was shot and injured by a member of the Constant Spring branch of the Jamaica Constabulary Force (JCF) who were on patrol in the Manor Park area at approximately 4:16 a.m. The man was taken to the Kingston Public Hospital (KPH) where he is currently receiving treatment. The scene of the incident was processed and the victim interviewed. The concerned officers interviewed and served with Notices to furnish the Commission with their accounts on Monday, November 20, 2017.
In the second incident, a man identified as Donnavon Campbell was allegedly shot after a team of police officers entered the premises where he was with a search warrant. A confrontation allegedly ensued and the deceased was shot. He was taken to the Kingston Public Hospital where he was pronounced dead at approximately 7:00 a.m. The police reportedly recovered a fire arm.
Seven (7) Notices were served for the officers to furnish their accounts of the incident to the Commission. Two of the concerned officers will be interviewed under Section 21.
Fatal Shooting – Barbican Road (National Chest Hospital)
Kevin Fletcher, a prisoner at the Tower Street Adult Correctional Centre was allegedly shot and killed by a member of the Department of Correctional Services (DCS). The prisoner was being treated at the National Chest Hospital at approximately 12:30 p.m. It is being alleged that the man attempted to escape custody and in an effort to prevent this, lethal force was used.
INDECOM personnel are still in response mode in relation to this incident and updates will be provided when available.
