April 20, 2024 – Investigative Teams from the Independent Commission of Investigations (INDECOM) responded to and are investigating the circumstances which resulted in the fatal shooting of three persons in separate incidents since the late night of Friday, April 19. The victims of the three St. Catherine incidents are men. Response to the incident scenes in St. Catherine will continue to include a risk assessment of each area due to the tension and road blocks within the parish. The safety of our response teams remains a priority.

Two of the deceased men have been identified as 43 year old, Sheldon Walters and 37 year old, Joseph Campbell.

INDECOM was not informed of a body worn camera being issued, assigned or used, in any of the incidents.

Due to the nature and use of force involved in fatal shooting incidents, all concerned officers will be notified of their requirement to provide a statement and attend the office of the Commission to be interviewed in relation to the incident.

The evidential material recovered from the incident scenes are examined, processed and packaged by INDECOM’s Forensic personnel.

INDECOM is appealing to any person who witnessed any of the three fatal shooting incidents, to contact the office of the Commission at 876-968-1932. INDECOM reminds members of the public, that information gathering is a critical aspect of an investigative process, and where photos, videos, or information is available in incidents involving members of the Security Forces, the same should be made available and shared with INDECOM. Fatal Shooting of Sheldon Walters in Top Bank Community

On April 19, the police reported that during mobile patrol in the Top Bank community, they were fired at by a group of men. A shootout allegedly ensued, and a man was seen with injuries and the other men escaped. A CZ100 pistol was reported as recovered from the deceased. The deceased is believed to also be known by the alias Termite.

Fatal Shooting of Joseph Campbell in Central Village

On April 20, INDECOM was advised of a fatal shooting incident along Brown’s Lane in Central Village. The police reported that they were engaged in a shootout with men seen in the hills in the vicinity of Brown’s Lane. During the pursuit, there was continuous firing. A man was later found with a gunshot injury and pronounced dead at the hospital. A 9mm pistol was reported as recovered.

Fatal shooting in Greendale, Spanish Town

This third incident is actively being investigated and processed at the time of this release.
