September 4, 2017 – The Independent Commission of Investigations has written to the Police Services Commission and to the Commissioner of Police, pointing out the flaws in the JCF Administrative Review Committee Appointed to Review the Conduct of JCF Named Officers during the 2010 West Kingston Operation and Related Matters (“the JCF Administrative Review”).

The flawed findings of the JCF Administrative Review pointed out include:

  1. that JCF investigations were effective and adequate;
  2. that there was no credible evidence that there were extra-judicial killings; and
  3. that there was no evidence of dereliction of duty by members of the JCF.

INDECOM is urging the instigation of the appropriate disciplinary proceedings against the members of the JCF implicated by the West Kingston Commission of Enquiry as having failed in their duties during the operation.
