February 20, 2017 – The Independent Commission of Investigations (INDECOM) is probing the fatal shootings of two men in separate incidents in St. Catherine (February 19) and Kingston and St. Andrew (February 20).

The reports, received by INDECOM from the police, is that four JCF officers were on mobile patrol in Black Land, March Pen Road Community. Andrade McDonald, 18 years old, was fatally shot in this incident.

The other fatal incident, occurred northerly along South Camp, while three JCF officers were on mobile patrol in that area.

Both incidents were reported as an exchange of gunfire between the officers and a group of men.

The police have reported that a shot gun was recovered at the scene in the March Pen Road Community; and a 9mm Ruger pistol at the other scene.

The INDECOM teams have processed both scenes, the bodies of the deceased and continue to make enquiries. The concerned officers gave an initial account and were served with Notices to visit the INDECOM office for their account of the incident to be recorded.

It is understood that residents of the March Pen Road community had set road blocks earlier this morning and INDECOM is appealing to them to desist from expressing their anger in that manner and allow for due process as we investigate the incident.
