December 5, 2023 – The Independent Commission of Investigations (INDECOM) recently commenced investigations into two separate fatal shooting incidents and an allegation of assault. Two of these incidents involved two minor boys, ages 11 and 12 years old.

This press release provides an update on the three investigations.

Fatal Shooting of Shamar Shaw

On Sunday, December 3, INDECOM commenced an investigation into a joint police and military shooting incident, at the intersection of Heywood and Princess Streets in Kingston. This incident resulted in the fatal shooting of a man, shooting injury of a woman, and the reported recovery of a firearm. The deceased was identified as 26 year old, Shamar Shaw.

It is reported that members of the military and police were fired at by a group of men and a shootout ensued. Two persons (a man and a woman) were subsequently found to be suffering from gunshot injuries, and the man was later pronounced dead at the hospital.

One Taurus 9mm pistol, with serial number, was reported as recovered from the scene.

Fatal Shooting of Marco Brown

On Saturday, December 2, a team from INDECOM responded to the fatal shooting scene of young Marco Brown at Snake Hill, Point Hill in St. Catherine. The 12 year old’s death is as a result of the discharge of a service firearm assigned to a police officer. During the team’s investigative enquiries, INDECOM’s Family Liaison Officer provided initial grief counselling to family members; and they will be referred to the Office of the Children’s Advocate (OCA) as well as the Victim Services Division.

The concerned officer involved in this incident has been identified as the aunt of the deceased boy. The officer provided an initial account to INDECOM, and was served with a Section 21 notice for submission of a statement and to be interviewed in regarding the incident.

The service firearm of the concerned officer was retrieved, photographed and sealed for submission to the Forensic Laboratory.

Allegation of Assault of an 11 year old boy as seen in viral video

The Commission’s investigation into this incident will be an assessment of the interactions police officers, a minor and the minor’s father. The circumstances of the actions taken by all parties before, during and after the viral video footage will form part of INDECOM’s enquiries.

The Commission is in receipt of the diary entry in relation to the incident, which assisted in the identification of the concerned officers.

As part of the investigative process, the concerned officers as well as the civilians involved, are scheduled to provide statements to INDECOM in relation to the incident.
