April 5, 2023 – Yesterday (April 4), the Independent Commission of Investigations (INDECOM) responded to and commenced investigations into a police fatal shooting incident resulting in the death of two men and shooting injury to another. The deceased men have been identified as Cameron Witter and Dwayne Baker. The incident occurred in the community of Kingsland Meadows in Manchester.

INDECOM’s investigation involved the processing of the incident scene, processing of firearms (service and recovered), witness canvassing and initial interviews of the concerned officers. These concerned officers will be required to provide a statement and or attend the office of the Commission to be interviewed pursuant to Section 21 of the Independent Commission of Investigations Act, 2010. The bodies of the deceased were also photographed, and their hands swabbed for gunshot residue testing.

From the initial accounts provided, the shooting incident occurred following the pursuit of men in a vehicle transporting stolen animals. It is alleged that the officers were fired on by occupants of the vehicle and in response the three officers discharged their firearms in the direction of the men. Three men were found with gunshot injuries and transported to hospital, where two were pronounced dead. The other man was treated and taken into police custody.

One Springfield pistol with serial number, was reported as recovered from the incident scene. Additionally, goats were reported as recovered from the vehicle. None of the three concerned police officers were equipped with body worn cameras.
