August 19, 2023 – The Independent Commission of Investigations (INDECOM) responded to and commenced investigations into the police fatal shooting of a 21 year old male, who has been identified as Shemar Clarke.  The incident occurred yesterday (August 18) along West Street in Old Harbour, St. Catherine at approximately 3:00pm. The concerned police officer was off-duty at the time of the shooting incident.

The police have stated that an off-duty officer intervened when he observed a man shooting at occupants of a vehicle travelling along West Street. It is alleged that a shootout ensued between the police officer and the man with the gun. Two persons were shot and injured during this incident and one person, Shemar Clarke, was shot and killed by the police officer. The investigation will include determining the origin of the gunshots received by the injured persons. A total of four vehicles were damaged during the incident.

One Glock 19 firearm with serial number, and an extended magazine, were reported as recovered from the incident scene.

The concerned officer provided an initial account of the incident, to the Investigative team and was served a Notice to provide a statement and attend the office of the Commission to be interviewed, pursuant to Section 21 of the Independent Commission of Investigations Act, 2010. Processing of the incident scene by INDECOM included the collection of forensic exhibits and the recovered weapon, swabbing of the hands of the deceased for gunshot residue, processing of damaged vehicles and the sealing of the service firearm of the concerned officer for testing.

A scene revisit is scheduled for today for INDECOM Investigators to canvass for witnesses of the incident. INDECOM is also aware of video footage circulating on social media with some aspects of the incident, and the Commission is encouraging members of the public to assist in the investigative process by contacting the Commission’s Head Office or sending their information, photos or videos directly to INDECOM’s official WhatsApp at (876)553-5555.

INDECOM reminds the public, that the commencement of an investigation by INDECOM is to provide an independent, objective and impartial review of actions taken by law enforcement representatives of the State. The Independent Commission of Investigations Act, 2010, mandates that where death occurs involving the Security Forces, an investigation should be initiated.
