August 30, 2023 – The Independent Commission of Investigations (INDECOM) responded to and commenced investigations into a police shooting incident resulting in the death of an unidentified man. The incident occurred on August 29, 2023 at Port Kaiser, Manchester. The concerned police officer was off-duty at the time of the shooting incident.

The police have stated that the concerned officer and a woman were at the beach when the concerned officer was approached by a man with a gun, who demanded his bag. It is alleged that the man fired in the direction of the police officer who subsequently discharged his firearm at the man.

One Chrome firearm without serial number was reported as recovered from the incident scene.

INDECOM’s investigation involved the processing of the incident scene, processing of the private firearm of the off-duty police officer and the recovered firearm. The body of the deceased was also photographed and his hands swabbed for gunshot residue.

During the initial scene response, the concerned officer provided an initial account to INDECOM Investigators. The concerned officer was subsequently issued with a Notice to provide a statement and attend the office of the Commission to be interviewed pursuant to Section 21 of the Independent Commission of Investigations Act, 2010.

INDECOM reminds the public, that the commencement of an investigation by INDECOM is to provide an independent, objective and impartial view of actions taken by law enforcement representatives of the State. The Independent Commission of Investigations Act, 2010, mandates that where death occurs involving the Security Forces, an investigation is initiated.
