September 11, 2017 – The Independent Commission of Investigations (INDECOM) secured another conviction. Constable Jerome Graham of the Manchester Police Division of the Jamaica Constabulary Force (JCF) was today convicted in the Manchester Parish Court for the offence of inflicting grievous bodily harm contrary to section 22 of the Offences Against the Person Act.

The allegations were that on the 3rd April 2014 Mr. Chester Daley, a taxi driver, was struck by Constable Graham whilst being taken to the Mandeville Police Station following his arrest. The blow rendered Daley unconscious and he was taken to the hospital. As a result of the injury suffered, Mr. Daley has had permanent memory loss.

Constable Graham was arrested by INDECOM on April 29, 2015. He will be sentenced by His Hon. Mr. Dale Staple, Parish Judge for Manchester on November 13, 2017.
