April 19, 2022 – Today, a team from the Independent Commission of Investigations (INDECOM), to include Commissioner Hugh Faulkner, visited Charles Street to address concerns of the family members and residents, following the fatal shooting of 32 year old, Horaine Glenn on April 16, 2022. In the presence of Member of Parliament for Western Kingston, The Honourable Desmond McKenzie and Mayor of Kingston & St. Andrew, His Worship Cllr. Delroy Williams, the gathering was updated on the status of INDECOM’s investigation and steps to be taken.

Commissioner Faulkner expressed the importance of the participation of witnesses in the process of any investigation and encouraged all witnesses to share any known information directly with INDECOM. Commissioner Faulkner noted that any aspect of the incident, actions taken before, during, or after the incident would be useful in the ongoing enquiries.

During today’s revisit of the incident scene, family members of the deceased, were introduced to the assigned INDECOM Family Liaison Officer and will be provided with the additional grief counselling and victim support as required. Media coverage has shown that residents of Denham Town have been noticeably distressed about the fatal shooting, and the Commission continues to assure citizens that a thorough, impartial and independent investigation is being conducted.

The eight members of the Jamaica Defence Force (JDF) team who were on foot patrol at the time of the incident were served with section 21 notices, pursuant to the Independent Commission of Investigations Act, to furnish statements and attend the offices of the Commission for interviews this week. A detailed initial account of the incident was provided by only one member of the team; no account has been provided by the soldier directly involved in the shooting.

The weapons of the concerned officers were processed and sealed for submission to the Ballistics Lab for testing. The body of the deceased was also processed to include the swabbing of his hands, photographed and sealed in a body bag, pending a Post Mortem Examination. The date for the post mortem examination has not yet been confirmed.
