March 2, 2018 – The Independent Commission of Investigations (INDECOM) has charged Detective Constable Shawn Pennington of the Jamaica Constabulary Force (JCF) with murder.

Detective Constable Pennington was charged for the murder of Rishane Oliver. Today (March 2) he was taken before Parish Judge, Tara Reid- Kerr, in the St. Catherine Parish Court.

Detective Constable Pennington was granted bail in the sum of $800,000.00, with 1-2 sureties. A stop order was enforced and he was ordered to surrender his travel documents. He was warned against witness interference.

The matter is set for mention on May 8, 2018.


The fatal shooting of Mr. Oliver occurred on February 24, 2018, at approximately 10:45pm along Pusey Main Road in Point Hill, St. Catherine. Mr. Oliver was not killed in a police operation.

INDECOM commenced investigations into the incident after the investigating officers of the JCF realized that a member of the force might have been involved. We are grateful for the considerable cooperation and support of the Major Investigation Division (MID) and Area 5 officers during this investigation.
