November 6, 2017 – Four civilians were killed during three fatal shooting incidents on the weekend.

The Independent Commission of Investigations (INDECOM) has launched an investigation into all incidents.

The Commission is appealing to anyone who may have witnessed or has information relating to these two fatal shootings to come forward and assist.  Persons can visit or make contact with the Head Office at 968-1932, or call our mobile number 1-876-878-0167. The first was a fatal shooting in the vicinity of Port Henderson Road, St. Catherine at approximately 5:20 p.m. on Friday, November 3, 2017. Two men were shot and killed following confrontation with members of the Jamaica Constabulary Force (JCF). They have been identified as Marlon McKnight of St. John’s Road and Tennyson Morgan of Henderson Road, Spanish Town.

Approximately 6.5 hours later a second incident occurred at approximately 11:30 p.m. in Franklyn Town in Kingston.  In this incident, members of the Jamaica Defence Force (JDF) were also involved. They were interviewed giving their initial accounts and are to be served with Notices during the course of this week.

The deceased has been identified as Andre Marsden of McIntyre Villa.

The third fatal shooting incident occurred on Sunday, November 5 in Hayes District, Clarendon. One man was killed who is still unidentified.

Teams of investigators and forensic examiners attended all incident scenes. The respective scenes and the bodies of the deceased men were processed; the concerned officers (JCF) were interviewed and served with Notices to provide INDECOM with their account of the incident this week. The weapons of the concerned officers (JCF and JDF) were also taken out of circulation and packaged to be submitted to the Government Forensic Laboratory for analysis.
