February 16, 2018 – The Independent Commission of Investigations (INDECOM) acknowledges the concerns raised by the Press Association of Jamaica (PAJ) with regard to an allegation of assault of a Gleaner photographer by a member of the Jamaica Constabulary Force (JCF) on Tuesday (February 13).
INDECOM has been in contact with the High Command of the JCF regarding this incident and we wish to advise members of the public that the Inspectorate of Constabulary (IOC) will conduct an investigation into the actions and behavior of the JCF officers as observed in the video recording. INDECOM will provide its independent oversight of the IOC investigation, pursuant to Section 14 of the INDECOM Act. The IOC will not make any conclusive actions against the concerned officers until after consulting INDECOM and we have concluded our own enquiries.
Members of the public who were directly involved or witnessed the incident are reminded that they can contact the INDECOM office at 1-876-968-8875, 1-876-968-1932 or call our mobile at 1-876-878-0167 and provide an account of the matter. So far, we have been provided with one witness statement.
There has been full cooperation by the IOC with regard to this incident and we will have continuous dialogue to ensure that the matter can be resolved swiftly and members of the public can be reassured that there will be an independent assessment.
