July 30, 2026 – Today, July 30, 2026, two current and one former member of the Jamaica Constabulary Force (JCF), were placed before the Home Circuit Court in relation to an on-duty shooting incident, which resulted in the death of Nicholas Miller. The incident occurred on September 6, 2023 at Wellington Street, Denham Town in Kingston 14. Constables Delano Stewart, Javaun Francis and former Constable Odaine Williams were charged with the offence of murder.

A Nolle Prosequi was entered and a Voluntary Bill of Indictment was proffered to the have the matter transferred from the Kingston and St. Andrew Parish Court to the Home Circuit Court.

Following investigative actions by the Independent Commission of Investigations (INDECOM), a file was submitted to the Office of the Director of Public Prosecutions (ODPP) for a ruling. The ruling was received by INDECOM and a request was made for the three men to be placed on the Watch List, pending their joint court appearance scheduled for July 30.

On July 21, the former JCF Constable, Odaine Wiliams, was arrested after he was observed attempting to board a flight at the Norman Manley International Airport. He subsequently appeared before the Kingston and St. Andrew Parish Court on July 23, where he was remanded in custody until today’s court appearance, at the Home Circuit Court.

The police alleged that Nicholas Miller, was fatally shot during their pursuit of robbers in a black motorcar. However, eyewitnesses refuted the police claims of Mr. Miller’s involvement.

Constables Stewart and Francis were each granted bail in the sum of $500,000.00, with 1-2 sureties and reporting conditions. Former Constable Williams was remanded in custody. The next court date is scheduled for July 31, 2026.

As a result of these charges, the total number of law enforcement officers charged in relation to incidents investigated by INDECOM, since January 2024, has risen to 69. Of that total, thirteen JCF police officers (which includes the former Constable) and one Correctional Officer were charged in 2026.
