June 3, 2026 – Today, June 3, 2026, a member of the Jamaica Constabulary Force (JCF), Constable Andrew Wilson, was charged and placed before the St. James Parish Court in relation to an on-duty shooting incident, which resulted in the death of 45 year old, Latoya Bulgin. The incident occurred on Sunday, May 17, 2026 in Granville, Montego Bay, St. James.
Following investigative actions by the Independent Commission of Investigations (INDECOM), a file was submitted to the Office of the Director of Public Prosecutions (ODPP) for a ruling. The ruling was received by INDECOM on May 29, 2026, that Constable Wilson should be charged for the offence of Murder.
The prompt collection and analysis of video evidence during INDECOM’s independent investigation, assisted in establishing an objective understanding of this fatal shooting incident. It is important to note, that early access to CCTV, body-worn camera footage, mobile phone recordings and other video sources can assist Investigators in identifying critical individuals, verifying accounts, establishing timelines and uncovering important evidential leads in any incident. This enables INDECOM to conduct thorough, impartial and timely investigative actions, while enhancing accountability and public confidence in the investigative process.
Constable Wilson was not granted bail. The next court date is scheduled for June 16, 2026.
Since January 2024, sixty-five (65) law enforcement officers have been charged in relation to incidents investigated by INDECOM. Of that total, nine JCF police officers and one Correctional Officer were charged in 2026.
