July 13, 2026 – Today, July 13, 2026, a Nolle Prosequi was entered and a Voluntary Bill of Indictment was proffered to the have the matter involving Jamaica Constabulary Force (JCF), Constable Andrew Wilson, transferred from the St. James Parish Court to the St. James Circuit Court. Constable Wilson was charged in relation to the INDECOM-investigated fatal shooting incident, of 45 year old, Latoya Bulgin. The incident occurred on Sunday, May 17, 2026 in Granville, Montego Bay, St. James.

Constable Wilson was granted bail on the same terms and subject to the same reporting conditions previously imposed in the Parish Court.

The matter is scheduled to return to court on October 9, 2026.

Since January 2024, sixty-six (66) law enforcement officers have been charged in relation to incidents investigated by INDECOM. Of that total, ten JCF police officers and one Correctional Officer were charged in 2026.
