September 30, 2026 – On September 29, 2026 the St. Catherine Parish Court recorded an agreement reached through mediation in relation to an assault incident investigated by the Independent Commission of Investigations (INDECOM). The mediation process resulted in an agreement for the complainant to receive compensation of $100,000.00 in three installments.

The matter arose after a motor vehicle crash on December 31, 2023 in the vicinity of the bus stop at the Spanish Town Hospital. The complainant alleges that he was assaulted during his apprehension, and video footage was secured to assist the investigation. The complainant was subsequently arrested and charged by the police for various traffic offences, for which he pled guilty. Following an investigation by INDECOM, the complainant’s matter was referred to the Office of the Director of Public Prosecutions (ODPP), which ruled that Constable Keemo Powell should be charged with Assault Occasioning Actual Bodily Harm contrary to common law.

Constable Powell was subsequently placed before the St. Catherine Parish Court by summons, on June 18, 2026.

The matter is scheduled to return before the Court on January 9, 2027 to confirm full compensation and resolution.
